Park City records request (GRAMA)

Park City records route a public-records request through the City Recorder's online portal, with a separate channel for police records. This page records the official source trail for filing, the fee statute, the statutory response clock, and the appeal path — with what each source says and the date it was checked.

Fees

What the fee statute and the entity say

Utah Code sets the fee mechanics; the entity's own pages set (or do not set) the specific figures.

Fee mechanics

The statute lets Park City charge a reasonable fee for the actual cost of providing a record, with the first quarter hour of staff time free, and lets the city require prepayment when fees are expected to exceed $50.

City fee schedule

Park City's Fee Schedule effective October 20, 2025 sets GRAMA copies at $0.10 per page for black and white and $1.00 for color, says no charge may be made for the first quarter hour of staff time, and caps any hourly charge at the salary of the GRAMA coordinator in the affected department.

The clock

The statutory response window

Utah Code sets the deadline for a response and treats silence past that deadline as a denial.

Initial response deadline

Once Park City receives a written request, the statute requires a response as soon as reasonably possible and no later than 10 business days, or 5 business days if the requester shows the request benefits the public rather than the requester.

Utah Code 63G-2-204 · 63G-2-204(4)(a)-(b) · as of 2026-09-03

Silence is a denial

If the city does not provide records or issue a denial inside the initial response window, the statute treats that silence as a denial of the request.

Denials and appeals

The appeal path on a denial

A denial, deemed denial, or fee-waiver denial follows a two-step appeal path set by statute.

Appeal to the chief administrative officer

A denial, a deemed denial, a fee-waiver denial, or a challenge to a claimed extraordinary circumstance is appealed to Park City's chief administrative officer within 30 days of the decision or the deemed-denial date.

Utah Code 63G-2-401 · 63G-2-401(1)(a)-(b) · as of 2026-09-03

Appeal to the director of the Government Records Office

A CAO decision, or CAO silence, is appealed within 30 days to the director of the Government Records Office — the office that replaced the seven-member State Records Committee after Governor Cox signed SB277 in the 2025 General Session.

Known record gaps

What still needs confirming

Gaps in the published record — not filled in with a guess.

  • Park City's fee schedule caps staff-time charges at the department GRAMA coordinator's salary rate but does not print that rate. Ask for a written fee estimate before submitting a request with a fee cap.
  • The GRAMA page does not name an officer by title inside the public page text; the NextRequest intake form should be checked at filing time for the officer of record.

What Permitz does

Filed, tracked, and chased against the clock

Permitz files the request, tracks the statutory response window, and logs every touch — filings, fee notices, extension notices, partial productions, and denials. When the entity responds, Permitz delivers what it produced. When the entity denies or stays silent past its deadline, Permitz escalates through the appeal path on the buyer's instruction.

Next step

Send the entity and what you are looking for. Permitz will reply with what the record trail shows and what filing this request would take.

Permitz is not a law firm and does not give advice. It describes records and filing requirements. A question about what a denial or an appeal means for a specific request belongs with a licensed attorney in that jurisdiction.
