Fees
Utah Code sets the fee mechanics; the entity's own pages set (or do not set) the specific figures.
The statute lets Salt Lake City charge a reasonable fee for the actual cost of providing a record, with the first quarter hour of staff time free, and lets the city require prepayment when fees are expected to exceed $50.

The clock
Utah Code sets the deadline for a response and treats silence past that deadline as a denial.
Once the City Recorder's Office receives a written request, the statute requires a response as soon as reasonably possible and no later than 10 business days, or 5 business days if the requester shows the request benefits the public rather than the requester.
Utah Code 63G-2-204 · 63G-2-204(4)(a)-(b) · as of 2026-09-03
If the city does not provide records or issue a denial inside the initial response window, the statute treats that silence as a denial of the request.

Denials and appeals
A denial, deemed denial, or fee-waiver denial follows a two-step appeal path set by statute.
A denial, a deemed denial, a fee-waiver denial, or a challenge to a claimed extraordinary circumstance is appealed to Salt Lake City's chief administrative officer within 30 days of the decision or the deemed-denial date.
Utah Code 63G-2-401 · 63G-2-401(1)(a)-(b) · as of 2026-09-03
A CAO decision, or CAO silence, is appealed within 30 days to the director of the Government Records Office — the office that replaced the seven-member State Records Committee after Governor Cox signed SB277 in the 2025 General Session.
Utah Code 63G-2-403 · 63G-2-403(1)(a) · as of 2026-09-03
Appeals to the director of the Government Records Office are filed in writing to 346 S. Rio Grande Street, Salt Lake City, UT 84101, or by email, within the statutory appeal window.

What Permitz does
Permitz files the request, tracks the statutory response window, and logs every touch — filings, fee notices, extension notices, partial productions, and denials. When the entity responds, Permitz delivers what it produced. When the entity denies or stays silent past its deadline, Permitz escalates through the appeal path on the buyer's instruction.
Send the entity and what you are looking for. Permitz will reply with what the record trail shows and what filing this request would take.
