Fees
Utah Code sets the fee mechanics; the entity's own pages set (or do not set) the specific figures.
The statute lets Summit County charge a reasonable fee for the actual cost of providing a record, with the first quarter hour of staff time free, and lets the county require prepayment when fees are expected to exceed $50.

The clock
Utah Code sets the deadline for a response and treats silence past that deadline as a denial.
Once the county office holding the record receives a written request, the statute requires a response as soon as reasonably possible and no later than 10 business days, or 5 business days if the requester shows the request benefits the public rather than the requester.

A denial, a deemed denial, a fee-waiver denial, or a challenge to a claimed extraordinary circumstance is appealed to Summit County's chief administrative officer within 30 days of the decision or the deemed-denial date.
