A denial, a deemed denial, a fee-waiver denial, or a challenge to a claimed extraordinary circumstance is appealed to Summit County's chief administrative officer within 30 days of the decision or the deemed-denial date.

A CAO decision, or CAO silence, is appealed within 30 days to the director of the Government Records Office — the office that replaced the seven-member State Records Committee after Governor Cox signed SB277 in the 2025 General Session.
